Vegetation Management Policy

 

Smithville Electric System (SES) always strives to render the highest quality of service.

Disruption in power is a great inconvenience and is also costly to our rate payers. Trees or branches growing into or near high voltage lines are a major source of trouble, especially during a storm. To minimize service interruption and damage to SES lines and equipment, SES developed the following Vegetation Management Policy.

 

  1. SES Right of Way Clearance/ Easement Requirements.

SES standard right of way? Easement clearance for overhead primary lines shall be:

Single Phase Primary -Twenty (20) feet wide (ground to sky)

Multi-phase Primary – Thirty (30) feet wide (ground to sky) Trees, limbs or branches shall not be any closer than 10 feet from the closest primary wire.

 

  1. Tree Replacement Program and Stump Removal

If the tree is deemed by SES to be within the Primary Right of Way Clearance Requirement, SES will offer the homeowner a one-time tree removal and stump grinding at no cost to the customer. If agreed upon, SES will cut the tree(s) and remove all debris from the said property. At a later scheduled time, SES contractor will grind the stump(s) and remove the debris, unless the homeowner wants the mulch left on the property. The Homeowner will have to sign the tree removal agreement. SES will offer to plant a replacement tree further away from the power lines, if the homeowner wants one. SES and the homeowner must agree on the location of the replacement tree.

  1. Tree Trimming

If the homeowner does not want the primary trees removed, they will be responsible for the cost of the trimming. The customer can have a professional trim the trees at their expense or SES will trim the tree(s). The customer will be billed at the total cost of the job, which includes the current labor and overhead cost, at the time the work is performed. Approximately $250 an hour. This will be calculated after the time for the job has been turned in to the office. Tree limbs must be kept at a minimum of 10 feet away from the closest primary lines.

SES does not trim the customer trees in the service conductor or customer light. SES will remove the service conductor while the customer removes the tree.

 

  1. New Overhead Service and Primary Line Extensions

Customer, contractor, developer, etc., must trim the trees so that no limb will be within 10 feet of the service conductor or the closest primary wire. If the customer wishes to have SES trim for the new service or line extension, the customer will absorb the actual cost of trimming.

 

  1. Emergency Conditions

The priority in an emergency is the safety of the public and to restore the service as soon as possible. If a tree has caused the outage, SES will clear the line to restore power. The removal of the debris will be the responsibility of the customer or property owner.

SUBJECT:   New Primary Underground/Overhead Policy/Secondary Service

POLICY

A. Overhead, Underground/ Secondary Service

  1. Beginning July 1st, 2022, Smithville Electric System will require and aid to construction in the amount of $1200.00 for every new service installation for the first 150 feet of line from the existing primary pole. This includes primary and secondary footage.  Everything beyond the first 150 feet of construction will require an additional aid to construction. SES will calculate the actual cost of the project and inform the person responsible for the payment. This includes poles, guys, wire, transformers, hardware and installation cost. Payment must be paid in advance before the service is installed.
  2. The developer shall provide SES with two copies of the approved engineered plan for a subdivision. SES will engineer the design of the overhead lines at no cost to the developer. The developer shall approve the location of the poles and guys. SES will calculate the aid-to-construction cost using the design and the latest price of material to be used.
  3. The developer shall sign an aid-to-construct ion contract and will pay the aid-to-     construction cost of the development to SES before any material shall be ordered and before work shall begin.
  4. Commercial installation will be evaluated cost for the specific installation.

POLICY:

  1. Temporary Service Fee
  2.      As of July 1st 2022, Smithville Electric’s Temporary Service connection fee will be $250.00 per Temporary Service and a $50.00 deposit per installation. Customer shall fill out an application for the temporary service. The location of the temporary service must be approved by Smithville Electric personnel. The temporary service must be installed within 50 feet of the existing pole.  If the temporary is installed in an underground primary service area, the temporary shall be as close as possible to the transformer or secondary box. If the temporary location is more than 50 feet from the existing location of a primary or secondary source, an aid to construction will be required. SES will calculate the aid to            construction, if needed, and inform the person that filled out the application of the cost. All fees must be paid and the temporary must pass the state inspection before the temporary service is connected.
